On 9/21/15 at approximately 10 pm Deputy Salkill and Deputy Stephens with the Barry
County Sheriff's Office received information about an active meth lab located at 7819 E.
Lightfoot in Seligman, Mo. When Deputies approached the front door of the residence,
there were two females and a male inside. They also observed movement in a detached
garage located approximately 20 feet behind the residence. Officers located inside the garage
a female - 29 year old Lacy Frazier of Pineville, Mo. They also located inside the garage a clear
plastic bottle with clear liquid on top and a bubbling substance which they identified as a working
methamphetamine lab. Deputy Salkill and Deputy Stephens also located 2 females, 2 males,
and 2 children in the residence. When they were asked to come outside one of the females fled on foot.
Officers also discovered that a male subject was inside the garage and had also fled on foot. 35 year
old Jerry Leblanc of Bella Vista, Ar and 30 year old Michael Smallwood of Seligman were arrested along
with Lacey Frazier and transported to the Barry County Jail. Frazier, Smallwood and LeBlanc have all been
charged with - 1 count of manufacturing or producing a controlled substance in residence with child or within
2000 feet of a school and 2 counts of Endangering the Welfare of a Child in the First Degree. Bond has
been set at $30,000.00 cash only each. The female subject that fled from officers was identified as 33 year
old Whitney Leblanc of Seligman, MO. She was arrested on 9/23/15 and has been charged with the same
charges as the others with $30,000 cash only bond. The male subject that fled from the garage has been
identified and officers have also asked for charges on him as well.
